    你这个问题也是我们目前非常注意的一个问题，也在一些地方发现了这种现象，有的村还有百分之十几，就准备脱贫摘帽。这已经引起了我们的重视，不能因为以前要政策、要补助，就把农民算成贫困户。现在要求脱贫摘帽了，要政绩，就把穷人都算出去，对此，我们有一系列的措施。第一，要落实脱贫攻坚责任，真抓实干，真帮真扶，通过各方面的措施让这些穷人增加收入，增长能力，建立稳定增收的渠道。这是责任，不干不行，不干就要问责，不真干也要问责。第二，必须按照规定严格落实标准和程序，不能搞数字短期包養脱贫、弄虚作假。第三，按照分级负责的原则，对贫困县、贫困户的退出，进行考核。另外国务院扶贫开发领导小组将组织专家学者和各方面人士，开展第三方评估，看脱贫成果是不是真的，能不能经得起检查。第四，对违规操作弄虚作假的、虚报政绩的进行问责，问题严重的，移交纪检监察机关处理。

    中国脱贫攻坚的政策是经过认真研究、总结改革开放30多年的经验以后，并参考借鉴了国际经验制定的。已经考虑到经济转型，特别是经济下行压力加大的因素。我们总的目标任务是全部脱贫，如期全部摘帽，实施精准扶贫精准脱贫，打的是政策组合拳。加大财政投入的力度，用好金融力量、社会力量，各方面的政策形成合力。我们出台的是特惠的政策。现在的政策和以前普惠的政策有非常明显的差别。比如我们有很多人住的地方不具备基本的生存条件，另外，是生态环境比较脆弱，搞开发就容易破坏生态环境，这两种情况，我们搬迁1000万人。

    贫困县摘帽以后，绝大包養多数政策都会继续保持一段时间，中央已经在《决定》里明确了，贫困县摘帽以后在脱贫攻坚期内原有的扶持政策不变，摘帽以后还有2%、3%的贫困人口，还要继续扶持，财政支持政策、脱贫攻坚的责任、考核办法、约束机制、贫困县领导班子的稳定等政策，原则上保持不变，特别是我们驻村工作队和帮扶责任人都不能撤，要继续稳定一段时间，把该做的工作继续做完。不仅是贫困县摘帽以后政策不变，就是贫困户脱贫以后，政策也要继续支持一段时间，保证能够做到稳定脱贫，建立起通过自己的劳动稳定增收的一些渠道和办法。

    今年计划搬迁200万人以上，因为今年是这项大包養留言板规模搬迁行动的起步之年，本来各地的积极性很高，要搬300多万，我们和各地商量，先积累经验，以后再逐步提升。现在搬迁有多种形式，一种是往县城和中心乡镇搬迁，因为县城和中心集镇都有一些比较成熟的公共服务，比如学校和医院。而且有一些贫困人口已经或者将要出去到经济发达地区打工，去打工以后把父母搬到县城中心镇看病方便，小孩上学方便，他出去打工也省了路程，这是第一种形式，也是一种重要的形式。第二种是搬迁到经济开发区、工业园区，盖好保障房，每家保证一人以上通包養網过培训能够就业。第三种是仍然在当地，搬到交通稍微方便的地方，离公路近的地方，离水源近的地方，就地改善他们的生产生活条件。大体主要就是这三种搬迁形式。

    这些做法也是总结了以前的经验，成功的案例我们有很多。你可以找时间和胡凯红先生申请，给你提供介绍。福建对口帮扶宁夏回族自治区，从90年代开始，现在已经20多年了，农民基本稳定脱贫，有的已经致富。宁夏在银川周边包養意思，西海固那边没有水，通过引黄河水到银川周边，建了一个闽宁镇，两个省合着做了一个项目，建了移民小镇，有几千人。第一步解决饮水，第二步盖房，把家从干旱山区搬到这里包養條件，种葡萄、养羊、种粮食，现在已经成功。福建的渔民上岸，以前常年在水里，得了很多病，现在在岸上盖房子，还出去打渔。成功的案例是很多的。我在甘肃的时候，总结了8种形式，各地扶贫搬迁不是这次突然想起来的要搬1000万人，是因为以前投入不够，有些地方搬迁成本太高，我们这次加大了投入力度，也是有成功案例的，无非就是力度更大了，政策更加优惠了。

    怎么激发贫困群众内生动力，是非常实际非常重要的问题。贫困问题是长期历史形成的，很难怪谁懒谁笨，但是确实有自己努力的问题。如果群众不发动起来，光靠“送”，短期包養长期下去就会形成“等、靠、要”的思想。我们包養網提倡勤劳致富，通过自己的双手改变自己的命运，实现人生的出彩。这个事情也要综合施策，一方面政府的政策要进行调整，另一方面要组织动员群众，通过动员工作，让贫困群众不仅有想法，而且有办法，向往美好的生活，自己去努力实现脱包養app贫。以前帮扶贫困人口，就是送钱、送物、送树苗、猪崽、羊羔，年年扶贫年年贫，一说养羊都养羊，一说种树都种树，有的会种有的不会种。现在我们就要改变观念，你这个村脱贫的计划是什么，能干几件事情，根据实际情况，能干点什么事，要实事求是，适合养羊的养羊，适合种树的种树。所以，国家的政策是真干真支持，大干大支持，少干少支持。现在搞扶贫小额贷款，有项目才贷给你，五万以下三年以内免担保、免抵押，金融机构按基准利率放贷，扶贫资金全额贴息。如果没有这个项目，就享受不到这个政策。还要发挥政治优势，加强村两委建设。我们向所有的贫困村都派了驻村工作队，帮助想办法出主意，同时有动员和监督的责任。经过一系列措施和帮扶，贫困群众也会逐步转变，因为长期在贫困地区，想干件事情很难，习惯了“等靠要”，我们要逐步改变。

    我刚从新疆回来，有一个村的老百姓说，我要搞庭院经济，需要三几万的贷款，如果能把这个贷款解决了，我把贫困的帽子甩得远远的，这个问题非常重要，但是也有一个过程，我们要锲而不舍去做。

    这个做法是群众自发的，我第一次听说，没有进行专项评估。既使是到了贫困地区，中国的手机互联网发展太快了，贫困人口基本上都用，所以贫困大学生打电话花多少钱，用这个办法评价是不是脱贫，不能说不好，但不一定全面。作为民间的一种说法、一种调查，这应该是允许的。但是要有全面综合标准。我女大生包養俱樂部们现在对脱困户脱贫评价的办法，是综合标准，基层要掌握，收入必须达到2855元，这是最基本的一条，没有达到肯定是贫困户，达到了有可能还是贫困户。比如你们家小孩没接受义务教育，就不能算脱贫，家里有病人看不起病，也不能算脱贫。房子不安全，这都不能包養網ppt算脱贫。
