    建立贫困退出机制是我国扶贫开发的重大改革，是实施精准扶贫精准脱贫方略的重要内容，对确保按期退出和确保退出质量，打赢脱贫攻坚战，具有重大意义。我们将采取措施，认真抓好贯彻落实。

    五是加强督查巡查和追究问责。研究出台脱贫攻坚督查巡查办法，及时纠正督查巡查中发现的问题。对弄虚作假、违规操作的，依纪依规追究问责。

    第三是参考了国际标准，或者说国际通行的做法。各国减贫的经验看，一般一个标准下的贫困人口降到3%左右的时候，就很难通过开发的措施来解决贫困问题，需要用保障的措施兜底。这个标准的制定考虑了以上三个方面的因素，谢谢！

    你这个问题也是我们目前非常注意的一个问题，也在一些地方发现了这种现象，有的村还有百分之十几，就准备脱贫摘帽。这已经引起了我们的重视，不能因为以前要政策、要补助，就把农民算成贫困户。现在要求脱贫摘帽了，要政绩，就把穷人都算出去，对此，我们有一系列的措施。第一，要落实脱贫攻坚责任，真抓实干，真帮真扶，通过各方面的措施让这些穷人增加收入，增长能力，建立稳定增收的渠道。这是责任，不干不行，不干就要问责，不真干也要问责。第二，必须按照规定严格落实标准和程序，不能搞数字短期包養脱贫、弄虚作假。第三，按照分级负责的原则，对贫困县、贫困户的退出，进行考核。另外国务院扶贫开发领导小组将组织专家学者和各方面人士，开展第三方评估，看脱贫成果是不是真的，能不能经得起检查。第四，对违规操作弄虚作假的、虚报政绩的进行问责，问题严重的，移交纪检监察机关处理。

    中国脱贫攻坚的政策是经过认真研究、总结改革开放30多年的经验以后，并参考借鉴了国际经验制定的。已经考虑到经济转型，特别是经济下行压力加大的因素。我们总的目标任务是全部脱贫，如期全部摘帽，实施精准扶贫精准脱贫，打的是政策组合拳。加大财政投入的力度，用好金融力量、社会力量，各方面的政策形成合力。我们出台的是特惠的政策。现在的政策和以前普惠的政策有非常明显的差别。比如我们有很多人住的地方不具备基本的生存条件，另外，是生态环境比较脆弱，搞开发就容易破坏生态环境，这两种情况，我们搬迁1000万人。

    包養網基于上面包養的认识，笔者所在的研究团队于2013年起包養就在我国贫困地区开展促进儿童早期发展的行动研究。贫困地区婴幼儿营养健康和能力发展方面存在的问题表明确有必要加大贫困农村地区儿童早期发展服务提供力度，从源头上打破贫困传递的代际传递包養陷阱。项目组对近2000名6-12月龄的婴幼儿进行为期一年半的跟踪调查，研究结果显示：将包養合約近一半的6-12月龄婴幼儿存在贫血；同时将近1/4的6 -12月龄婴幼儿智力发育滞后于正常儿童；如果不提供针对性的早期发展服务，到24 -30月龄时，样本儿童智力发育滞后于正常儿童的比例将高达一半。对于这些智力发育滞后于“正常”发展的婴幼儿，如果没能及时有效地干预，将来很可能成为学困生，并在成年后很可能再度掉进贫困的陷阱。

    根据上面的问题包養留言板，笔者所在的研究团队研究通过开展“养”和“育”两个方面的干预，包養妹可以有效扭转贫困农村地区儿童智力发育不断落后于正常发展的趋势，让贫困农村儿童成为“正常”儿童，为其女大生包養俱樂部在今后長期包養的人包養網生发展道路上打下坚实的人力资本基础。在研究中，项目组还从包養app改善营养的角度给贫困农村婴幼儿免费提供能补充微量元素的“营养包”解决包養故事贫困农村儿童营养不良问题。在亲子活动入户指导干预服务中，免费提供玩具并指导和示范家长包養如何和婴幼儿开展亲子游戏以促进儿童能力成长。通过半年的干预，贫困农村婴幼儿贫血比例和智力发育滞后的比例均显著下降一半左右。从上述行包養網动研究结果体现，如果能通过政府和社会组织的努力，因地制宜地在贫困地区提供有质量的儿童早期发展服务，将能够从源头上阻隔贫困的代际传递，在打赢扶贫攻坚战的同时也为我国全面建设小康社会打下人力资本的基础。

    引导和鼓励高校毕业生到基层就业，是一项系统工程，需要政府、高校、社会力量多方联动。教育部指导各地各高校统筹推包養網进，会同包養相包養关部门和地方，加大政策包養網力度、深化就业育人、强化培养使用、优化服务保障，引导鼓励高校毕业生到基层建功立业，让青春之花绽放在祖国最需要的地方。

    加大政策力度，包養網拓展就业空间

    中央基层包養網项目具有重要的示范引领作用。今年以来，教育部会同人社部、财政部、包養網共青团中央等部门，共同做好“特岗计划”“三支一扶”“西部计划”等中央基层项目招录工作。2022年“三支一扶”计划招募高校毕业生3.包養網4万名；“特岗计划”全国招聘6.7万名；“西部计划”招募3.67万人。重点向乡村振兴重点帮扶县等地区倾斜，更好服务乡村教育、医疗卫生、社会治理等工作，助力乡村振兴。

    各地各高校加大政策挖潜力度，为毕业生拓展就业空间。宁夏实施城乡社区包養、学前教师、乡村医生、司法辅助等基层服务专项计划，共招聘2000名应届高校毕业生到基包養網层工作；“包養網三支一扶”计划由3000个包養增加到4100个；“西部计划”由380个增加到640个。

    深化就业育人，激发报国热情

    引导毕业生把个人的理想追求融入党和国家事业之中，教育部面向2包養022届毕业生推出《基层就业、成就梦想》《志存包養網高远、脚踏实地》等“互联网+就业指导”公益直播课42期，累计观看人次达1.2亿。在“就业促进周”期间，组织推动各地和高校开展基层主题宣传4824场。组织举办高包養校毕业生就业创业政策宣传月活动，发布普通高校毕业生基层就业政策公告，宣讲基层就业政包養網策，引导毕业生，扎根基层、拼搏奉献。

    强化培养使用，助力成长成才

    6月，人社部、财政部印发通知，要求继续实施“三支一扶”人员能力提升专项计划，2022年中央财政支持培训8000人次，其中乡村振兴主题包養網培训5000人次。要求各地认真落实专项培训计划，健全全服包養务包養周期的培训制度，强化岗位锻炼，为“三支一扶”人员锻炼成长提供有利条件。各地各高校结合实际需要，加强对毕业生的岗前能力培训。

    优化服务保包養網障，推动聚才兴业

    下得去、干得好，还要留得住包養。教育部会同相关部门推出优惠政策，指导各地各高校健全、优化服务保障，为高校毕业生在基层成包養长成才创造良好条件包養，激发高校包養毕业生到基层一线就业创业的热情。

    教育部、财包養政部联合印发通知，要求落实特岗教师待遇保障，强调各地要确保特岗教师工资按时足额发放，按规定包養網参加社会保险，保证三年服务期满、考核合格且愿意留任的特岗教师及时入编并落实工作岗位。对高校毕业生在城乡社区服务领域创业的，教育部、民政部等四部委联合印发通知，要求各地按规定落实税费优惠、包養一次性创业补贴、创业担保贷款等政策；社区综合服务设施包養網为相关提供社区服务的机构给予必要的场地支持。
